IN THE MATTER OF MARGUERITE MARIE FRANCE MARINUS,
COI CELLULAR ONE INC., AND NORThERN INDEPENDENT MARKETING INC.

Revocation Order Under Section 171

1. WHEREAS on May 19, 1999, the Executive Director issued temporary orders under section 161(2) of the Securities Act, R.S.B.C. 1996, c. 418 (the “Act”), accompanied by a notice of hearing, which, among other things, ordered that trading in the securities of COI Cellular One Inc. (“COI”) cease;

2. AND WHEREAS, under the Act, the Commission extended the temporary orders until the hearing is held and the decision rendered and adjourned the hearing to December 6 to 10, 1999;

3. AND WHEREAS, based upon submissions made by Commission staff, the Executive Director does not intend to proceed at the hearing against COI;

4. NOW THEREFORE, considering that to do so would not be prejudicial to the public interest, the Commission orders, under section 171 of the Act, that the temporary order that trading in the securities of COI cease, is hereby revoked.
