¶ 1 The panel has reviewed the parties' correspondence regarding the application currently scheduled for September 26-28, 2006. We make the following ruling:
1. The hearing of the Respondents' application is adjourned, pending the panel's ruling on the Attorney General's application to have the hearing on the constitutional question deferred.
2. The panel will make its ruling on the Attorney General's application solely on the basis of written submissions, to be filed as follows:
- We appear to have the submissions of Attorney General, which accompanied its letter of August 24.
- On or before September 22 - Executive Director files its submissions.
- On or before September 29 - Respondents file their submissions.
- On or before October 6 - Attorney General and Executive Director file their replies, if any to the Respondents' submissions.
