TAKE NOTICE that the hearing before the British Columbia Securities Commission to determine whether it is in the public interest to make orders under section 161 of the Securities Act, R.S.B.C. 1996, c 418 against Tech Investments Inc., Vantage Investor Relations, Jack Weatherell, Ross Kain and Rodney Degroot that: 1. Tech and its directors and senior officers and Weatherell, Kain and Degroot comply with a Demand for Production of Records and Things and Classes of Records and Things issued under section 144 of the Act (the “Demand”) on August 24, 1998, requiring Tech to produce documents relating to various trading matters;

2. any or all of the exemptions described in sections 44 to 47, 74, 75, 98 or 99 of the Act do not apply to Tech, Vantage, Weatherell, Kain and Degroot until such time as the Demand is complied with and subject to further order of the Commission;

3. Weatherell, Kain and Degroot resign from and are prohibited from becoming a director or officer of any issuer and from engaging in investor relations activities until such time as the Demand is complied with and subject to further order of the Commission;

4. the Respondents pay prescribed fees or charges for the costs of or related to the Hearing; and

5. may be appropriate in the circumstances;
