Ruling
¶ 1 On December 22, 2010 the executive director issued a notice of hearing against Robert Lee Flickinger II aka Robert Reynolds, Northern Pipeline Resources Ltd., Lavaca III Limited Partnership, Gulf Coast Basin Limited Partnership, Gulf Coast Basin Operating Ltd. and Ridgeline Energy, Ltd. under section 161of the Securities Act,RSBC 1996, c. 418.
¶ 2 The hearing is scheduled to commence July 25, 2011.
¶ 3 The Commission has held two hearing management meetings. The Commission gave the respondents notice and they did not attend the meetings.
¶ 4 The executive director has provided their disclosure to the respondents.
¶ 5 The executive director has applied to have the hearing conducted in writing, and to have issues of liability and sanction heard at the same time.
¶ 6 I rule that the hearing be conducted in writing, and the issues of liability and sanction be heard at the same time.
¶ 7 I direct the executive director to file disclosure and submissions by August 8, 2011, and the respondents to file by August 29, 2011.
