  • BC Notice 2003/19 - The BC Model - Draft Legislation, Commentary And Guides For A New Way To Regulate

    This BCN announces that the Commission is extending the period for comment of BC Notice 2003/12 to July 31, 2003.

    We invite you to write to us about any aspect of the BC Model.

  • BC Notice 2003/20 - Publication for Comment of Proposal to Exempt - NASD Affiliates of BC Dealers from Registration Requirements

    This Notice announces that the Commission is publishing for comment a proposal to give BC-based affiliates of BC dealers improved access to the trading facilities of The NASDAQ Stock Market, Inc. If adopted, the proposal would be implemented through a BC Instrument, which would exempt an NASD member affiliate of a B.C. dealer from registration, subject to conditions necessary to protect the integrity of regulation and the market in B.C.

    All comments received by August 19, 2003 will be considered.

  • BC Notice 2003/21 - Publication for Comment of Proposed Continuous Disclosure Rule and Proposed Foreign Issuer Continuous Disclosure Rule

    This Notice announces that the CSA are publishing for comment revised versions of proposed National Instrument 51-102 - Continuous Disclosure Obligations, its Companion Policy and related forms, and National Instrument 71-102 Continuous Disclosure and Other Exemptions Relating to Foreign Issuers, and its Companion Policy.

    If adopted in BC:
    - NI 51-102 will replace the current continuous disclosure filing requirements for reporting issuers, other than investment funds, in each jurisdiction in Canada, and
    - NI 71-102 will provide exemptions for certain foreign reporting issuers, other than investment funds, from the continuous disclosure, early warning, insider reporting, and communication with beneficial shareholder requirements.

    We are also seeking comments on related consequential amendments to securities legislation that would be implemented when NI 51-102 comes into effect.

  • BC Notice 2003/22 - Adoption of Amended Multilateral Instrument 45-103 Capital Raising Exemptions and Retention of $97,000 Exemption

    This BCN announces that the BCSC has adopted amended MI 45-103 as a rule effective June 20, 2003. Amended MI 45-103 has been, or soon will be, adopted in Alberta, Manitoba, Newfoundland and Labrador, Northwest Territories, Nova Scotia, Nunavut, Prince Edward Island and Saskatchewan. The BCSC has also adopted amended Companion Policy 45-103CP. The Executive Director has prescribed the forms required under amended MI 45-103 and has allowed the use of the existing forms for a 90 day transition period. The BCSC has also made consequential amendments to BCI 13-501 Filing BC Form 45-103F4 (Formerly Form 45-902F) By Facsimile, BCP 13-601 Required Forms and Index of Forms, and BCI 45-504 Trades to Trust Companies, Insurers and Portfolio Managers Outside British Columbia.
