The Commission is publishing a CSA Notice of Request for Comment on CSA Discussion Paper 23-403 Market Structure Developments and Trade-Through Obligations. This paper is a critical first step in exploring
- whether changes in market structure and, specifically, the effect of these changes on existing trade-through obligations threaten the fairness or efficiency of our public securities markets, and
- whether regulatory intervention is necessary or appropriate to protect investors or market integrity from any threats we identify.
We encourage market participants to comment on the discussion paper. The CSA notice describes where your comments and questions on the discussion paper can be directed. All comments received by October 20, 2005 will be considered.
