The Canadian Securities Administrators (CSA) are publishing for comment proposed National Instrument 23-103 Electronic Trading and Direct Electronic Access to Marketplaces and its related companion policy.

The attached CSA notice describes what we and other members of the CSA are proposing. The proposed rule would require:

  •  marketplace participants to manage the risks of marketplace access
  • dealers to manage the risks of providing direct electronic access
  • marketplaces to manage the risks of electronic trading

The CSA notice describes where you can direct your comments about the proposed changes. We will consider all comments received by July 8, 2011.
