NIN 99/32 - CSA Year 2000 Contingency Planning Seminar [NIN - Rescinded]

The Commission is publishing a letter from Randee Pavalow, Chair of the Canadian Securities Administrators (CSA) Year 2000 Committee, inviting market participants to attend an industry-wide seminar on contingency planning hosted by the CSA. The seminar will be held in Toronto at the Marriott Hotel on September 27, 1999. A copy of the agenda for the seminar is attached.

As we move to the final stage of preparation for the new millennium, the securities industry is now focusing its attention on contingency planning measures. The challenges presented by contingency planning are being met with a variety of initiatives including risk reduction strategies and event management centres. Seminar speakers will include the Canadian stock exchanges, clearing and settlement firms and service providers.

The seminar is being coordinated by the Ontario Securities Commission. The cost to attend the seminar is $350.00. To reserve, return a copy of the attached agenda by September 23rd with you business card by facsimile to (416) 593-0249. An invoice will follow. You may also register through www.osc.gov.on.ca.

9:15 - 9:45 a.m. CSA Update
 
Members of the CSA Y2K Steering committee will discuss the lessons learned from the CSA Industry-Wide Y2K tests that were completed in June.
 
9:45 - 10:30 a.m. Exchange Contingency Planning
 
TSE / ASE / ME / VS
This session will review the tests already undertaken by four of Canada's Exchanges and the contingency plans they have put in place for Y2K.
 
10:30 - 10:45 a.m. Refreshment Break
 
10:45 - 11:30 a.m. Industry Groups

IDA / IFIC / CBA

Members of several Industry Groups will discuss and highlight what tests have been run and focus on plans that should be in place. They will also address the question of what they are doing as industry organizations to prepare for Y2K.
 
11:30 a.m. - 12:15 p.m. Service Providers
Members of the CSA's Y2K project will discuss what many Service Providers have done in preparation and the contingency plans they have put in place for Y2K.
 
12:15 - 1:15 p.m. Luncheon Buffet
 
1:15 - 2:00 p.m. Clearing and Settlement
 
CDS / CDCC / FundSERV
As participants in the CSA's Y2K Tests, these companies will discuss the lessons learned from the exercise and how their contingency plans have changed since.
 
2:00 - 3:00 p.m. Event Management Initiative (EMI)
Many firms will set up event management command centres to mitigate the risk associated with the millennium cross over period. The Y2K Contingency Planning seminar will address Y2K event management strategies facilitated through an industry EMI from three core perspectives: Firm-specific, Canadian Financial Services Industry specific and Global Financial Markets.

3:15 - 4:00 p.m. Day Zero
This session will focus on the activities being planned by the Canadian Securities Industry Participants over the millennium change-over period. This will include an overview of the internal activities being planned by these organizations as well as facilities and support that will be made available for members to perform testing.
