The Canadian Securities Administrators (CSA) are publishing for comment proposed changes to National Instrument 43-101 Standards of Disclosure for Mineral Projects, technical report form and companion policy, and related consequential amendments.

The attached CSA notice describes what we and other members of the CSA are proposing. The proposals reflect the results of industry consultations and experience with the mining rule since its initial adoption in February 2001. The main purpose of the proposed changes is to make the mining rule more effective and cost-efficient without compromising investor protection.

We have asked certain specific questions about our proposals in the CSA notice, including whether to keep, modify or eliminate the technical report trigger for a short form prospectus.

The CSA notice describes where you can direct your comments relating to the proposed changes. We will consider all comments received by July 23, 2010.
