Ruling
¶ 1 On March 22, 2010, Severstal Gold NV and Bluecone Limited applied for a hearing and review of the executive director’s refusal to make temporary orders against Endeavour Financial Luxembourg SARL and Endeavour Financial Corporation or, in the alternative, that the Commission make the orders.¶ 2 On March 30, 2010, we heard the application.
¶ 3 We dismiss the application. Our reasons will follow.
