Order Under Section 174

WHEREAS following a hearing under sections 144 and 144.1 of the Securities Act, S.B.C. 1985, c. 83 (the “Old Act”), now sections 161 and 162 of the Securities Act, R.S.B.C. 1996, c. 418, into the conduct and affairs of Keywest Resources Ltd. and John Walter Scott Roeder, William Gordon Buchanan, Veryan Elizabeth Thompson and Bernard E. Stang (the “Respondents”), the Commission issued a decision on April 4, 1995, in which it ordered, inter alia, under section 154.2 of the Old Act, now section 174 of the Act, that Roeder, Buchanan, Thompson and Stang pay prescribed fees or charges for the costs of or related to the hearing incurred by the Commission and the Executive Director, the amount to be determined following further submissions from the parties;

AND WHEREAS on September 1, 1998, Commission staff submitted a bill of costs of $67,483.59, representing prescribed fees and charges incurred by the Commission and the Executive Director in relation to the hearing;

AND WHEREAS the submission of Commission staff was sent to the Respondents on September 1, 1998;

AND WHEREAS no submissions were received from the Respondents regarding Commission staff’s bill of costs;

NOW THEREFORE the Commission orders under section 174 of the Act and in accordance with section 22(1), Item 38(a), (b), (c), (f) and (g) of the Securities Regulation, B.C. Reg. 196/97, that the costs of or related to the hearing are $67,483.59 and are apportioned and payable as follows:
