The British Columbia Securities Commission wishes to draw the public’s attention to Quantum Market Advisors (Quantum), which has a Web site that is virtually identical to the one used by Occidental Capital Partners S.A., an entity that is on our Investment Caution List.  
 
Quantum’s Panama City address is one of many packaged office addresses offered by The Office Providers Ltd.  It is also the address used by Douglas Charles, which is another entity on our Investment Caution List.

To date, we have no information that Quantum has solicited any British Columbia residents.
