The BC Securities Commission (BCSC) publishes various corporate publications on an ongoing basis. This resource page includes our current and historical reports, as well as guides and resources aimed at assisting industry members better understand our rules and regulations. The page also hosts our investor research reports and some key information from the Canadian Securities Administrators (CSA).

Annual Reports

This yearly publication is submitted to the provincial Ministry of Finance and reports on our performance against the Service Plan. Also see: Funding & Accountability.

Service Plans

A Service Plan is a three year-plan setting out our performance targets and is submitted to the provincial Ministry of Finance annually. Also see Funding & Accountability.

BC Capital Market Report

The B.C. Capital Market Report analyses our province’s investment market. It combines information from BCSC records and other publicly available information to explain capital raising activities in B.C.

Capital Raising Resources

We provide regularly updated guidance documents designed to help companies and funds understand how to raise money in a timely and efficient way and avoid unintended compliance problems. Also see: Raising Capital

Adviser & Dealer Report Cards

This annual report summarizes the findings that our compliance teams made in the course of their reviews of the compliance programs of B.C.-based portfolio managers (Advisers or PMs), investment fund managers (IFMs), and exempt market dealers (EMDs). Also see: Compliance Toolkit.

Investor Research

Investor education, and research about Canadians’ knowledge, attitudes, and behaviours are essential to effective investor protection. The BCSC conducts research of British Columbians and, periodically, conducts national studies.

CRM2

The CSA has undertaken research to examine the post-implementation impacts of the Client Relationship Model (CRM2) amendments to National Instrument 31-103 Registration Requirements, Exemptions and Ongoing Registrant Obligations. CRM2 are periodic updates.

Canadian Securities Administrators (CSA)

Each year, the CSA provides a CSA Year in Review progress report measured against their current business plan, as well as additional priorities or initiatives undertaken in response to emerging issues and changing market conditions.
