North Shore man charged with fraud, theft, identify fraud and breaching BCSC order

Vancouver – A West Vancouver resident has been charged with fraud, theft and identity fraud under the Criminal Code and with offences under B.C.’s Securities Act following a criminal investigation by the BC Securities Commission (BCSC).

Frederick Johnathon Nielsen (formerly known as Frederick John Gilliland), 73, was released on bail conditions after a hearing in Vancouver Provincial Court on August 26.

Nielsen is charged with one count of fraud over $5,000 against the government of Canada, one count of theft over $5,000, two counts of committing identity fraud to circumvent a BCSC order and four counts of failing to comply with a BCSC order. The charges relate to conduct that allegedly took place in West Vancouver between February 2021 and July 2025.

The BCSC would like to thank the West Vancouver Police Department for their assistance with the arrest of Nielsen.

The charges resulted from an investigation by the BCSC’s Criminal Investigations Branch.
