The British Columbia Securities Commission is implementing amendments (the amendments) to National Instrument 21-101 Marketplace Operations and National Instrument 23-101 Trading Rules, the related forms and companion policies, effective December 31, 2003. The securities regulatory authorities in all other provinces and territories will also implement the amendments.

Summary of changes
In summary, the amendments will

  • remove the market integration requirements
  • allow marketplaces trading equity securities to send data on orders and trades to an information vendor that meets technology standards to be established by a regulation services provider
  • exempt participants in the government debt market from the transparency requirements for a further three years
  • exempt inter-dealer bond brokers from the requirement to contract with a regulation services provider if they comply with the requirements of the Investment Dealers Association of Canada
  • remove the requirement that marketplaces keep certain information that is already kept by dealers
  • allow the Commission to keep certain records confidential
