The Commission, having considered that to do so would not be prejudicial to the public interest, orders that the attached BC Instrument 45-521 entitled “Transition period for Amended Multilateral Instrument 45-103” is made effective from June 20, 2003 to and including September 19, 2003.

Transition Period for Amended Multilateral Instrument 45-103

Order under sections 48 and 76 of the Securities Act


1. In this Instrument, “Original MI 45-103” means Multilateral Instrument 45-103 Capital Raising Exemptions that was adopted as a rule by the British Columbia Securities Commission on April 3, 2002.

2. The dealer registration and prospectus requirements in sections 34(1)(a) and 61 of the Securities Act do not apply to a trade in, or a distribution of, a security where the trade or distribution is effected in accordance with, and complies with the requirements of, Original MI 45-103.
